Quilty quit ... What qualities should a czar have?

As first announced by The Register and also reported by Jeremy for the IPKat, UK's unofficial copyright czar - "[p]robably the most influential civil servant you've never heard of" - Edmund Quilty has ... quit. 

Quilty has served as the Director of Copyright Enforcement and Policy at the Intellectual Property Office for six years and is now moving on to another post in the civil service.

According to a spokesperson for the Department of Business, Innovation and Skills, "the post for Copyright and Enforcement Director has been advertised".

No matter what the actual job specifications are, what do you think the qualities of the new Director of Copyright Enforcement and Policy should be? Are you able to name any eligible candidates?
